You are bringing a resized graphic from Microsoft Word into ACT! for Windows or ACT! for Macintosh 2.x (ACT!), and the graphic comes in at its original size before you resized it in Word.

Microsoft Word stores graphics in their original state. When you resize them, Microsoft Word changes the appearance but not the actual graphic. When you copy the graphic to ACT!, the original is copied instead of the image you are viewing.

To resize graphics, use a program that stores the graphic in its resized form. After doing so, you can copy the graphic into ACT!, and it will retain its new size.
